  18. <p>     Only three weeks after Andrew struck Florida, another
  19. hurricane steamrollered on Friday across the Hawaiian island of
  20. Kauai. With gusts of up to 160 m.p.h., Iniki was the most
  21. powerful storm to hit Hawaii this century, but its course took
  22. it over the lightly populated western side of the island. There
  23. were no first reports of serious casualties, and this time the
  24. Federal Emergency Management Agency could not be accused of a
  25. slow reaction. It dispatched teams to the area even before Iniki
  26. struck.

  28. <p>PLAYING POST OFFICE

  30. <p>     The House post office was every Congressman's convenience
  31. store. Now the woman behind the counter, chief of staff Joanna
  32. O'Rourke, 52, has been indicted by a federal grand jury and
  33. charged with conspiring to use the mail service for "personal
  34. and campaign services." The indictment said O'Rourke, who plans
  35. to plead guilty to misdemeanor charges, had ordered employees
  36. to pick up and deliver campaign contributions and backdate
  37. postmarks on federal income-tax returns.
